Minutes of the Regular Meeting
August 16, 2023
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Areas Public Library District, 11000 Ruth Road, Huntley, IL 60142 on August 16, 2023. President Budzynski called the meeting to order at 5:30 p.m.
Attendance:
Trustees Present: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon
McKibben and Leslie Threadgill-Smith
Trustees Absent: None
Library Staff Present: Frank Novak, Library Director; Pamela Kampwerth, Head of Programming &
Outreach Services, Elizabeth Steffensen, Head of Public Services and Sergio Ramos Head of Maintenance.
Visitors: Marjorie Smith, Marty Weil
Pledge of Allegiance: President Budzynski led the Pledge of Allegiance.
Public Comments: There were no public comments.
Installation of New Library Trustee: Stephanie Weil was installed as a member of the Library Board of Trustees.
Record of Board Membership (Roll Call of Members Present): Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil.
Secretary’s Report: McKibben motioned, Kunde seconded that the Board approve the minutes of the Regular Meeting held on July 19, 2023. All Ayes. No Nays. Motion carried.
Financial Reports and Checks: McKibben motioned, Threadgill-Smith seconded that the Board approve the checks and financial report for July 2023 as presented. Roll call votes were: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil. All Ayes. No Nays. Motion carried.
Semi-Annual Treasurer’s Report: McKibben motioned. Threadgill-Smith seconded that the report be approved. Roll call votes were: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil. All Ayes. No Nays. Motion carried.
Annual Treasurer’s Report: McKibben motioned. Kunde seconded that the report be approved. Roll call votes were: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil. All Ayes. No Nays. Motion carried.
Library Director’s Report: Presented by Novak. Novak discussed why the library would not be hosting a Very Merry Huntley Open House this December after distributing a summary of the 2022 Very Merry Huntley event. Novak discussed the Budget and Appropriation Ordinance as presented in the board packet. The library will publish and post a single notice with the Budget and Appropriation Ordinance Hearing and the Regular Monthly Meeting listed. Novak included by-law modifications in the board packet that reflect best practices related to the Treasurer and Finance Committee chair. The board will vote on this later in the meeting. The library received a check from the State of Illinois for its Per Capita Grant Award in the amount of $64,662.53. Novak notified the Board that he will be away from the library for an extended period beginning August 30.

d. Friends Foundation: Presented by Pamela Kampwerth. The Friends have spent the month preparing for upcoming fundraisers including the Million Dollar Friend campaign, Fall Fest Book Sale, Culver’s Fundraising Night and the Holiday Basket Raffle. There was not a general meeting this month.
New Business:
Set a Date for the Budget and Appropriation Ordinance: Leslie Threadgill-Smith made a motion to set the date for September 20, 2023, at 5:30 p.m. Motion was seconded by Duncan. All Ayes. No Nays. Motion carried.
By-law Modification: McKibben made a motion to approve the by-law modifications as presented. Kunde seconded. All Ayes. No Nays. Motion carried.

Board Discussion: Novak asked for one more trustee to review the board and committee meeting minutes from the last fiscal year. Duncan agreed to review the minutes. Budzynski thanked the library Department Heads for their presentations at the Decennial Committee meeting on August 9, 2023.
Adjourn: With no further business before the board, Kunde motioned, Threadgill-Smith seconded to adjourn the meeting at 6:08 p.m. All Ayes. No Nays.
